isa server 2006 and other .msi package Installation problem on windows server 2003 SP1?

When i install isa server 2006 or other .msi package on windows server 2003 SP1 a dialog appear with this massage
“This version of isa server 2006 requires windows installer 3.1 or above please download and install latest version of the Microsoft installer and re-run setup”
windows server 2003 SP1 already have Windows installer and i try to update with Windows Installer 3.1 V2 redistribute but its not working any other way to install this update or any third party software that install MSI packages
